All public infrastructure improvements associated with the platting of a subdivision shall be constructed in compliance with the Town of Westlake Engineering Standards. Prior to beginning construction, the construction plans for the proposed improvements shall be reviewed and approved by the Town Engineer. A checklist outlining the minimum requirements for the plans is included for the design engineer's use.
General Information
All public infrastructure improvements associated with the platting of a subdivision shall be constructed in compliance with the Town of Westlake Engineering Standards. Prior to beginning construction, the construction plans for the proposed improvements shall be reviewed and approved by the Town Engineer. A checklist outlining the minimum requirements for the plans is included for the design engineer's use. A Pre-Construction Conference must be held prior the beginning construction with the developer and its contractors.
Maintenance Bonds
The Contractor shall guarantee all public improvements for a period of two (2) years after the date of final acceptance by the Town. A Maintenance Bond shall be in an amount equal to one hundred (100%) percent of the total cost of construction for the public water, sewer, street and drainage improvements associated with the project. Maintenance Bonds shall be issued by a Surety licensed to operate in the State of Texas. Maintenance Bonds shall be submitted to the Public Works Department prior to scheduling a pre-construction conference.
Public Works Inspection & Plan Review Fees
The Developer will be charged a construction inspection and plan review fee for all of the public improvements, including excavation, streets, drainage, water, and sewer improvements. The inspection fee will be charged at the rate of six (6%) percent of the total construction cost for all public street, traffic, drainage, water, and sewer improvements. The amount of the plan review fee is indicated in the Fee Schedule included in this packet.
Contractor Work Hours
The Contractor's normal hours for work will be from 7:30 a.m. to 5:30 p.m. any day of the week except Sunday and holidays. Construction before or after these hours will only be allowed if it is determined by the Town Manager to not be disruptive to adjacent property owners. Normal Town working hours are from 8:00 a.m. to 5:00 p.m., Monday through Friday. This excludes holidays and the normally accepted days of recognition for those holidays.
Work hours other than normal Town working hours is "overtime." If the Town allows the Contractor to work hours such that overtime is required, the Town will invoice for 2.25 times the inspector's hourly salary times the number of overtime hours worked. There is a 4-hour minimum on weekends.
