Development Overview

The Town of Westlake has experienced high quality development in the past and wants to encourage the continuation of this trend.  This packet is provided for you to help familiarize the applicant with the Town's platting and plan review requirements and the costs associated with this process.  The developer may want to contact the staff prior to a formal submittal of the project.  A list of the staff, title, and telephone number is included under the Developer Contacts tab within this section.

All developers are encouraged to schedule a Pre-Application Conference with the Town Staff prior to submitting a formal plat application to begin the exchange of information on the proposed subdivision. 

This initial meeting can be helpful for both parties and can make the review and approval process proceed more smoothly.  A Development Review Committee (DRC) meeting will be scheduled after initial departmental reviews to allow the developer to discuss the comments with the Town Staff.  DRC meetings are held on Wednesday mornings, as needed, beginning at 9:00 a.m.  Developers can schedule a DRC meeting concerning their development by calling the Town Engineer.  Special meeting arrangements with the DRC can be accommodated, if necessary.

Upon payment of application fees, all plats are submitted to the Town Administration.  This department disperses the various documents included in the submittal to all other departments of the Town Staff for review.  The Town Engineer coordinates the review process by accumulating all Staff comments and providing them to the developer's engineer and surveyor.

Applicants should plan on a three (3) week review period for Town staff to consider the plat and another three (3) weeks for review of any related construction plans.  Staff members routinely segregate comments so the plat can continue through the process subject to comment resolution.  Planning and Zoning Commission and Board of Aldermen approval is required.

All un-platted property must go through the preliminary plat process.  In addition to the plat drawing, a preliminary plat submittal must include a preliminary water and sewer layout, and a preliminary drainage analysis.  If the proposed development is to be phased, this will need to be shown on the preliminary plat.  The plat must address development issues on the entire parcel owned by the developer, even if the developer plans to only develop a portion of the property at this time.  The preliminary plat with staff comments goes to the Planning and Zoning Commission for a recommendation and to the Board of Aldermen for approval.   

Upon completion of the preliminary plat process, the developer may proceed with submittal of a final plat.  At this stage of the process, applicants will need to submit detailed construction plans for the project.  Construction plans undergo a similar review to plats in that Staff comments are provided to the developer's engineer for revision purposes.  The final plat, Staff comments, and engineering response is reviewed by the Planning and Zoning Commission and then considered for approval by the Board of Aldermen. 

The Planning and Zoning Commission meets on the second (2nd) Thursday of each month.  The Board of Aldermen meet on the second (2nd) and fourth (4th) Mondays of each month.

After approval of the final plat, the Town Engineer will oversee construction of the public improvements associated with the subdivision to ensure that all work is completed in compliance with the Town's Engineering Standards.  The final plat will not be filed with the County until all public improvements are completed and accepted by the Town.  If the developer wishes to have the plat filed prior to acceptance of the improvements, he may post a performance bond with the Town for 100% of the cost of the proposed infrastructure as a guarantee of the satisfactory completion of the improvements.

Prior to beginning construction on a subdivision, the developer must accomplish the following items:

  • Attend a Pre-Construction Conference
  • Pay the Construction Inspection Fees
  • Provide three (3) sets of approved construction plans signed by the Town Engineer
  • Provide Performance and Maintenance Bonds
  • Register all contractors with the Town
