The FM 1938 improvement is an important project for the Town of Westlake and northeast Tarrant County. It is regionally significant because it will provide an additional north-south thoroughfare between SH 360 and US 377. In addition, FM 1938 will relieve local streets such as Dove and Ottinger Roads of non-residents “cutting through” the Town.
Improvements will begin at SH 114 and extend south to FM 1709 in Southlake. The limits of Phase 1 will be from SH 114 to the south Town limits of Westlake at Randol Mill Avenue. Phase 2 of the project will begin at the south Town limits and extend to FM 1709.
The new street will be a divided thoroughfare with a variable-width median of 24 feet to 48 feet. The roadway will be 6 lanes from SH 114 to Dove Road and 4 lanes from Dove Road to Randol Mill Avenue. The pavement will be concrete with curb and gutter including an enclosed storm drain system and turn lanes at intersections. Other structures included in the project are retaining walls to narrow the right-of-way and as a tree-saving measure and a pedestrian underpass near Sabine Drive. The Town is also preparing a street scape and landscape package to beautify the new street.
The Phase 1 project has an estimated cost of $20,395,000. Phase 2 has a projected cost of $22,656,000.
The Phase 1 project is scheduled for bid letting in August, 2009. It is anticipated that construction will begin in November, 2009 and construction time will be approximately 18 months. The bid letting for Phase 2 is tentatively scheduled of September, 2010 with an approximate completion date of February, 2013.
A public hearing is scheduled to receive citizen comments on the project. The hearing will be held on November 6, 2008 from 6:00 pm to 8:00 pm at the Cross Timbers Community Church located at the intersection of Florence Drive and Randol Mill Road in Keller.
